Sheila Rose, AICP, City Manager, City of Coconut Creek, is a highly dedicated and accomplished executive, boasting over 25 years of comprehensive expertise across a diverse range of fields including economic development, urban design, transportation, environmental stewardship, community engagement, capital improvement planning, funding, and implementation, project management, and relationship-building. Her strengths lie in effectively coordinating and implementing a unified vision, fostering team cohesion, and excelling in program and project management and oversight. Ms. Rose has a rich history of working collaboratively on high-profile, complex projects, such as the proposed expansions of the Turnpike and Landfill, adeptly influencing groups to achieve consensus and attain mutually beneficial outcomes.

Ms. Rose is an ICMA Credential Manager and has a professional degree in Urban and Regional Planning from the University of Cincinnati. She is a member of the International City Managers Association, the Broward County City Managers Association, the American Institute of Certified Planners, the American Planning Association, the United States Green Building Council (USGBC), and is a past member of the Pompano Beach Architectural Review Board. She is also the founding president of SOS Children's Village, and the national umbrella organization of SOS, USA.

Scott Stoudenmire, AICP, Deputy City Manager for the City of Coconut Creek has worked for the City for over 20 years. Scott began with the City as the Planning and Zoning Manager before being promoted to Deputy Director for Sustainable Development, and ultimately serving as the Director of the Department. Serving in this capacity allowed Scott to play a key role in the growth and vision of the City’s planning initiatives, community and economic development, and sustainability efforts. Using his extensive experience in these initiatives, his role as Deputy City Manager includes strengthening the economic development vision for the City, managing the City’s grants program, and overseeing the implementation of the MainStreet development.

Prior to joining the City of Coconut Creek, Scott worked in the private sector where he managed large scale planning projects, often requiring federal, state, and county agency coordination. This experience provided Scott with the opportunity to develop a keen understanding of regulations and processes at all levels of government, which has served him well with his various roles in the City. Scott has a Bachelor of Science degree in Political Science, and a Master of Urban and Regional Planning from Florida State University. He is a member of the American Institute of Certified Planners (AICP), the American Planning Association (APA) and the Broward County City Managers’ Association (BCCMA).

Bernadette Hughes joined the City of Coconut Creek as Assistant to the City Manager in 2014 and was promoted to Government Affairs Manager in 2024. With more than 20 years of municipal experience in Florida and North Carolina, she leads the City’s legislative and strategic advocacy efforts.

Prior to working in Coconut Creek, Bernadette worked in the City of Tamarac, Florida, where she facilitated legislative advocacy, grant writing, and project management and improvement initiatives. She led the City’s High Performance efforts in strategic planning, performance management, satisfaction surveys, and employee engagement. Under her direction, the City of Tamarac became only the third city in the United States to receive the International Palladium Award for Performance Excellence from Drs. Kaplan and Norton, the creators of the Balanced Scorecard.

Bernadette has served as a Senior Examiner for the Florida Governor’s Sterling Council, a Board Member on the Florida Benchmarking Consortium, and Secretary/Treasurer of the Broward County City Manager’s Association. She holds a Masters of Public Administration Degree and a Bachelor of Arts Degree in Political Science from North Carolina State University, is a graduate of the University of Virginia’s Weldon Cooper Center for Public Service LEAD Program, and is a Six Sigma Green Belt.

Yvonne Lopez joined the City of Coconut Creek as Public Information Officer in 2005 and was promoted to Community Relations Director in 2013. In her role, she oversees the planning and implementation of programs that communicate City initiatives, services, and events to the community. She has spearheaded signature efforts such as the City’s Citizens’ Academy, Speakers Bureau, CreekTV, social media outreach, and the Year in Review publication.

Before joining the City, Yvonne served as Vice President of Public Relations and Communications for the Greater Fort Lauderdale Alliance. Previously in New York City, she held leadership roles as Community Affairs Director at Dow Jones Television and Community Affairs Manager at WPIX/Channel 11.

Yvonne is deeply committed to community service. She is a past Chair of Atlantic Technical Center’s Student Advisory Council and has chaired the boards of Hispanic Unity (where she was appointed Board Member Emeritus), Six Degrees/Big Brothers Big Sisters, and ASPIRA Broward. She also served on the Advisory Board of Meals on Wheels South Florida and continues to mentor disenfranchised youth. Her nonprofit background also includes positions with the New York City Partnership/Summer Jobs Program and the National Puerto Rican Forum.

She holds a Bachelor’s Degree in Communication Arts from the New York Institute of Technology.
