Role of City Attorney's Office

The City Attorney’s Office provides comprehensive legal counsel and support to the City Commission, City Administration, departments, and appointed boards and committees. Its responsibilities include reviewing and drafting ordinances, resolutions, contracts, agreements, deeds, easements, and other legal documents; conducting legal research; and issuing legal and ethics opinions on matters affecting municipal government, including interpretation of the City Charter, Code of Ordinances, Land Development Code, and applicable state and federal laws.

The Office also represents the City in civil actions and proceedings, initiates or defends litigation as directed by the City Commission, and supervises outside counsel when necessary. By addressing legal issues proactively, the Office helps prevent conflicts, supports effective governance, and ensures that City operations comply with the law.

The City Attorney is appointed by the City Commission.

Terrill C. Pyburn, City Attorney for the City of Coconut Creek, is board certified in City, County and Local Government Law. Since 2001, Ms. Pyburn’s practice has concentrated on municipal law.  She was appointed City Attorney of Coconut Creek by the City Commission in 2014. Prior to joining the City, Ms. Pyburn worked for the City of Delray Beach City Attorney’s Office.  She was recognized by Florida Trend magazine as Florida’s Legal Elite in 2022, 2020, and 2018, and received the prestigious Florida League of Cities Hometown Home Rule Hero Award in 2013 and 2025 for her assistance drafting state legislation to protect cities and counties. Ms. Pyburn currently serves as the Florida State Representative for the International Municipal Lawyer’s Association and is a Steering Committee Member for the Florida Municipal Attorney’s Association. She received her Bachelor of Arts degree with honors in Communication Studies from Florida State University and her Juris Doctor degree from Southern Methodist University’s Dedman School of Law.
