Trespass Program

Your Peace and Safety Are Our Top Priority
The Coconut Creek Police Department (CCPD) Trespass Enforcement Program (TEP) is designed to provide business and property owners and the CCPD with a tool to help identify and eliminate criminal activity from occurring on participant private property after normal operating hours and in the physical absence of the property owner or lessee. This program allows authorized police officers to act as agents of the business or property owner and challenge individuals who appear to have no legal right to be on the property. The objective of the program is to deter burglary, vandalism, trespassing, and other offenses by diminishing the opportunity for such crimes to be committed. The following information and instructions are provided for those interested in participation in the TEP.
Participating In the TEP Is Voluntary
Participation is extended to:
- Business and commercial establishments and their parking lots;
- Twenty-four (24) hour commercial establishments such as convenience stores;
- Vacant structures and lots; and
- Certain public and private properties where conflict along one or more boundaries between public and private lands exist.
Participants must register with the CCPD Community Services Unit (CSU).
Trespass Enforcement Program Affidavit of Authorization
Participants must execute a Trespass Enforcement Program Affidavit of Authorization allowing sworn officers of the Department to act as agents on their behalf to issue lawful trespass warnings.
The Trespass Enforcement Program Affidavit of Authorization must be completed and signed in the presence of a Notary Public or a sworn police officer. The affidavit form must be signed by the actual business owner or corporate representative having the highest legal authority to sign such documents in order to comply with the legal requirements of the TEP.
- The Trespass Enforcement Program Affidavit of Authorization must be completed by the business or property owner, lessee, or on-site manager. The Trespass Enforcement Program Affidavit of Authorization requires the name and telephone number for two emergency contacts.
- The Trespass Enforcement Program Affidavit of Authorization must be returned to the Community Services Unit upon completion.
- Participants must install the approved warning signs in accordance with FSS 810.011.
- Should ownership or location changes be made, the registered participant shall notify the CCPD Community Services Unit so that the appropriate changes can be made to the Department Records System. Participation is not transferable with ownership or location changes.
- Participants must sign a renewal Trespass Enforcement Program Affidavit of Authorization annually thereafter to confirm their continued participation in the program and to update the emergency contacts. Failure to renew will result on the property being deleted from the program.
Installation and Display of Signs
- It will be the responsibility of the participant to ensure the signs are properly installed within 14 days. In order to satisfy the requirement, as outlined in FSS 810.011, that adequate public notice be given, signs may be purchased by the participant from a City-approved sign provider.
- Once the signs have been installed, the participant will periodically inspect the signs for deterioration, damage, and defacement. Signs will be replaced or relocated by participants as is necessary to ensure the public notification requirements are met.
- It will be the responsibility of the participant to remove all TEP signs when the business or property is no longer active in the program.
