Clear Zone Program

The Coconut Creek Police Department (CCPD) Clear Zone Crime Prevention Program is designed to encourage businesses that are historically targeted at higher rates for burglaries and theft to enhance natural surveillance in their locations. Window signage has historically been an issue in the convenience store and gas station industry with it being identified as a causal factor for robberies in numerous studies. The Clear Zone Crime Prevention Program was developed to reduce convenience store and gas station hold-ups through the implementation of a “Clear Zone” window decal. This decal is intended to discourage robberies/thefts by creating a “window within a window” which is strategically placed to increase witness potential. The decal further serves as a reminder to store owners to keep the window free of signage and the area clutter-free.
The Clear Zone Crime Prevention Program works by identifying a prominent window that strategically overlooks the cash handling area. It then highlights and defines that window through the application of the Clear Zone decal. That window is then kept clear of signage and products to maintain an unobstructed view into and out of the business. This unobstructed view allows employees to see incoming persons and allows someone passing by to see into the business. The objective of the program is to deter targeting participating business locations by increasing the inherent risks of being identified and caught. This is achieved by reducing anonymity through the use of the Clear Zone.
- Clear Zone: A window or section of windows that is identified by a CCPD Police Officer who is trained in Crime Prevention Through Environmental Design (CPTED) principles that maximizes natural surveillance by providing an unobstructed
view of the cash handling/checkout area of a business.
- Crime Prevention Through Environmental Design (CPTED): Reducing the incidence and fear of crime by properly designing and using the built environment, which, in turn, results in an improvement in quality of life.
- Natural Surveillance:
- The placement of physical features, activities, and people that maximize visibility (i.e. transparent building materials).
- Landscaping that allows unobstructed views.
- Adequate and appropriate lighting to primarily illuminate human activity and to secondarily use as a security measure.
General Information
- Participation is voluntary.
- Participation is extended to business and commercial establishments, twenty-four (24) hour commercial establishments, such as convenience stores
- Participants must register with the CCPD Community Services Unit (CSU).
- Participants must execute a CCPD Clear Zone Participation Agreement Form agreeing to abide by the program guidelines.
- Participants must agree to have CCPD install the blue window outline decals and a participation decal in the established Clear Zone window to notify the public of participation in the program.
- Participants must have the location inspected annually by a member of the CCPD CSU to ensure proper compliance with program guidelines. Failure to allow inspection or to remedy identified issues will result in the property being deleted from the program.
- Should ownership or location changes be made, the registered participant shall notify the CCPD CSU so that the appropriate changes can be made to the Department Records System. Participation is not transferable with ownership or location changes.
- The Participation Agreement Form must be signed by the actual business owner or corporate representative having the highest legal authority to sign such documents
- The Participation Agreement Form also includes a registration form to be completed by the business or property owner, lessee, or on-site manager. The form requests the names and telephone numbers of at least one (1) emergency contact.
- The Participation Agreement Form must be returned to the CCPD CSU upon completion.
- A CCPD CSU Officer who is trained in CPTED principles will determine the number of decals needed based on the size, shape, and complexity of the business or property.
Installation and Display of Decals
- Upon the completion of the Participation Agreement Form a CCPD CSU Officer who is trained in CPTED principles will respond to the property to complete an inspection and provide directions to comply with the program.
- Upon the completion of the inspection, it will be the responsibility of the participant to bring the site up to compliance with the recommendations of the CCPD CSU Officer within fourteen (14) days.
- Once the site is brought up to compliance with the recommendations of the CCPD CSU Officer, the Officer will respond back to the property to install the decals.
- The following items will be supplied to the participating property free of charge and installed in accordance with these instructions.
- Large, red stop sign sticker featuring a CCPD logo and the words “Coconut Creek Police Department Crime Prevention Program Partner”. This decal is to be placed in a prominent location on the main entrance of the property.
- Two-sided, two-inch wide blue decal measuring 48” and 58” in length with the words “The Clear Zone/Crime Prevention Partner” being alternated between CCPD insignias. The decals can frame a 58”x48” window or be custom fitted by trimming the blank blue areas on either side of the decal. This decal is to be placed on the designated Clear Zone window.
- Suspect identity chart.
- “After a Robbery” telephone handset decal.
- Robbery Prevention fact card.
- Once the decals have been installed, the participant will periodically inspect the decals for deterioration, damage, and defacement. If a decal needs to be replaced, the participant will notify the CCPD CSU to request a replacement.
- Upon annual inspection, if it is recommended that a new window be designated a Clear Zone, these installation steps shall be followed.
- It will be the responsibility of the participant to remove all decals when the business or property is no longer active in the program.
Program Benefits
- Identify and define a strategically located window needed to maintain a clear line of sight between the cashier’s area and the outside of the store.
- Create a visually impactful “window within a window” that can be expected to draw attention to this cashier’s area.
- Serve as a reminder to keep this window clear of signage and the window area free of clutter.
